The European Employment Strategy (EES), is a co-ordinated approach of EU Member States to create jobs and fight unemployment. The European Employment Guidelines (2003) of the EES recommend as a priority the provision of early advice and guidance to prevent inflows into long-term unemployment. The European Social Fund (ESF) represents the main financial instrument at EU level, providing the means to achieve the objectives of the Employment Strategy i.e. to protect and promote employment, and combat unemployment, discrimination, and social exclusion.
